A very thoughtful analysis. A few things I thought of when I read this. 1) It would big a big traffic management mistake to have a commuter discount applicable to only one Harbor crossing. Don't penalize people for not wanting to sit in a 10-mile backup on the Fort McHenry when you can get off the road quicker some other way. 2) And purely selfishly, if there is to be peak/non-peak commuter tolling, don't charge the reverse commuters the same as the ones going the popular way.
