The battle over the 2008 budget ended today aboard Air Force One, where President Bush grudgingly signed the $555 billion omnibus spending bill passed last week by Congress – while suggesting that he was still looking for areas to cut.

“This legislation contains certain provisions similar to those found in prior appropriations bills passed by the Congress that might be construed to be inconsistent with my Constitutional responsibilities,” Bush said in a statement issued this afternoon by the White House. “To avoid such potential infirmities, the executive branch will interpret and construe such provisions in the same manner as I have previously stated in regard to similar provisions.”

Bush said he was “disappointed” by the nearly 9,800 lawmaker earmarks that added more than $10 billion to the federal budget. “These projects are not funded through a merit-based process and provide a vehicle for wasteful Government spending,” he said.

But he also said that the legislation would fund the federal government “within the reasonable and responsible spending levels I proposed – without raising taxes and without the most objectionable policy changes considered by Congress.”

The omnibus comprises the 11 outstanding spending bills plus some of the money Bush requested for the wars in Iraq and Afghanistan. Congressional Democrats had sought to condition war funding on the withdrawal of combat troops from Iraq, but were unable to muster the necessary votes.

Bush now gets the partial funding with no strings attached. He said Congress should “quickly take action next year to provide the remainder of the funding needed by our troops.”

The legislation ends a months-long dispute between the White House and congressional Democrats over spending levels and budget priorities. After Bush threatened to veto a congressional package that came in at $22 billion more than he requested, Democrats met his bottom line by shifting billions from defense, foreign aid and military base realignment to education, health care, heating assistance and local police.

Bush said there “is still more to be done to rein in Government spending.”

“In February I will submit my budget proposal for fiscal year 2009, which will once again restrain spending, keep taxes low, and continue us on a path towards a balanced budget,” he said. “I look forward to working with the Congress in the coming year to ensure taxpayer dollars are spent wisely.”

The omnibus bill was one of 15 signed by Bush as he traveled to his ranch in Crawford, Texas. Others included the one-year patch for the Alternative Minimum Tax, without the offsets that Democrats had wanted, and the reauthorization of the Terrorism Risk Insurance Program through 2014.

How would he know? Most of his policies ARE inconsistent with the constitution.

* Billions upon unaccounted for billions of dollars - for someone elses civil war (Iraq) and tax cuts for their rich cronies.

* Zero dollars - for such things as affordable healthcare and infrastructure projects for people here in America.

It is disappointing how the Democratic Congress has handled itself. Such a dismal year topped of with the omnibus budget held literally to crisis time in order to force it through.

How anybody could support this deceitful group lead by Pelosi and Reed is beyond me.

And in the dark of night to top it off they withdrew the funding for our boarder defenses. They need to held accountable in the next elections!

I love you automatically blaming the Democrats for the funding issues in this bill. Try turning off Rush and LOOK at the bill and where these earmarks are coming from. In particular look at the earmark kings in Alaska (Republicans) and how much money they've gotten.

I love Bush's other remark about HIM deciding where the money is going to go and where it isn't going to go. Unfortunately for him, the Supreme Court has already ruled that the President does NOT have the power to do line item vetoes, which this is.

Circle Jerk,

The Dems don't have the votes to stop the Republicans and BushCo's foolish warmongering and deficit spending....but they will after this next election.

Stick around toughguy, I want to hear you crying on here when you find out that the Republitards have ran themselves so far into the ground that they are not only the MINORITY Party but a VERY SMALL MINORITY PARTY.

What would you call it? bringing democracy to the good people of Iraq at the barrel of a gun?

Do you nutty Wingnuts still not know the difference between the Sunni's, Shiites, Kurds etc?

This criminal Republican administration is conducting perpetual war, disdaining international cooperation, justifying torture, pissing on centuries of due process, terrorizing people and calling it the fight against terror, suppressing votes, killing journalists, spying on citizens, consorting with murderous dictators, building a secret gulag, denying the Iraq invasion was mostly about oil, overflowing the pockets of cronies with taxpayer gold, treating the Presidency like a kingship, rejecting science, renditioning suspects, and spreading lies so fast and thick that every household needs a front-loader operating 24/7 to keep from being buried alive.

What's a "fools mantra"? Oh wait, you must mean "fool's mantra". Like the one about republicrites being fiscally conservative.

You know, I think that more republicrites here would be in favor of more public education on the public dime, seeing as how so many apparently didn't get past fifth grade English and grammar.

pResident Doogie Howser never said word one about the tens of thousands of earmarks that the Republic Party-controlled Congress sent him during his first six years in office.

That is what's known in the real world as "hypocracy".


We can't blame GW for doing what he's always done. It is Pelosi and Reid who are to blame here. Bush's bs should come as no surprise. The Democratic leadership has failed miserably in stopping Bush.

How does one get a copy of the Omnibus Spending Bill for 2008. I see articles like this in many places praising or decrying the passage of the earmarks, but I need to get a copy of the document myself to review it. Thomas.gov doesn't have it. Any ideas? Thank you,
