The White House calls it "the $83,000 question.''

That's one of the Bush administration's biggest concerns about a children's health care bill which the president has vetoed -- with congressional leaders hoping to override him.

Among all the states enrolled in the State Children's Health Insurance Program, only New York has tried to extend coverage to families with incomes up to four times the federal poverty level -- about $83,000 a year. The White House complains that the SCHIP bill which Bush has vetoed would "grandfather'' New York in, and permit that coverage.

The bill holds most states to coverage for families at three times the federal poverty level -- about $62,000 a year -- and requires states that want to extend coverage beyond that to show that they have enrolled all of the eligible children possible first. Congress maintains that, with 6.6 million children already covered, another 3.8 million could find coverage.

Bush, calling the measure "a deeply flawed bill,'' also maintains that it is "an incremental step'' toward the Democrats' goal of "government-run health care for every American'' -- as he says in his weekly radio address today. He is calling on Congress to send him another bill.

Meanwhile, a coalition of labor unions and advocacy groups, including MoveOn.org, have mounted a campaign to press Congress for an override. With automated calls to voters in targeted districts and television ads, they are attempting to portray the debate as a conflict between children and the president. Because the Senate claims the votes needed and the House is at least 15 votes shy, they are targeting the districts of 16 congressmen with TV ads and focusing phone calls in districts of another 20.

"Good morning. One important commitment of the federal government is to help America's poorest children get access to health care. Most of these children are covered by Medicaid, which will spend more than $35 billion to help them this fiscal year. For children who do not qualify for Medicaid, but whose families are struggling, we have the State Children's Health Insurance Program, or SCHIP.

"Washington is now in the midst of an important debate over the future of this vital program. I strongly support SCHIP. My Administration has added more than 2 million children to SCHIP since 2001. And our 2008 budget increases SCHIP funding by 20 percent over five years.

"Unfortunately, more than 500,000 poor children who are eligible for SCHIP coverage are not enrolled in the program. At the same time, many states are spending SCHIP funds on adults. In fact, based on their own projections for this fiscal year, Minnesota, Illinois, New Jersey, Michigan, Rhode Island, and New Mexico will spend more SCHIP money on adults than they do on children. And that is not the purpose of the program.

"This week, congressional leaders sent me a deeply flawed bill that would move SCHIP even further from its original purpose. Here are some of the problems with Congress's plan: Under their plan, one out of every three children who moves onto government coverage would drop private insurance. In other words, millions of children would move out of private health insurance and onto a government program. Congress's plan would also transform a program for poor children into one that covers children in some households with incomes up to $83,000. Congress's plan would raise taxes on working people. And Congress's plan does not even fully fund all the new spending. If their plan becomes law, five years from now Congress would have to choose between throwing people off SCHIP -- or raising taxes a second time.

"Congress's SCHIP plan is an incremental step toward their goal of government-run health care for every American. Government-run health care would deprive Americans of the choice and competition that comes from the private market. It would cause huge increases in government spending. It would result in rationing, inefficiency, and long waiting lines. It would replace the doctor-patient relationship with dependency on bureaucrats in Washington, D.C. And it is the wrong direction for our country.

"Congress knew that I would veto this bill, yet they sent it anyway. So on Wednesday, I vetoed the SCHIP bill. And I asked Members of Congress to come together and work with me on a responsible bill that I can sign -- so we can keep this important program serving America's poor children.

"When it comes to SCHIP, we should be guided by a clear principle: Put poor children first. I urge Republicans and Democrats in Congress to support a bill that moves adults off this children's program -- and covers children who do not qualify for Medicaid, but whose families are struggling. If putting poor children first takes a little more than the 20 percent increase I have proposed in my budget for SCHIP, I am willing to work with leaders in Congress to find the additional money.

"Ultimately, our Nation's goal should be to move children who have no health insurance to private coverage -- not to move children who already have private health insurance to government coverage. By working together, Republicans and Democrats can strengthen SCHIP, ensure that it reaches the children who need it, and find ways to help more American families get the private health coverage they need.

Americans rank thirty seventh among industrialized countries in citizens health.
The private insurance companies Bush champions need thirty cents of every health care dollar for expenses, profit and buying Congress.
Medicare, that lets you select your own health care providers, functions on less than four cents of the health care dollar. Is Medicare evil? Ask your mother or grand mother.


Medicare covers people who have retired, who can no longer provide for themselves and the gov't takes over their health care. REGARDLESS of income earned before. EVERYONE Gets it eventually. CHILDREN should fall into this same category, Every child should have health coverage. EVERY CHILD! Put a minimun payment for those households that earn more, but make it affordable. NO child should be left as a "self-pay".

Bush understands economics. Do you see a SINGLE reference to anything financial in anything the liberal left talks about? This is just more pandering by the left to stupid voters who don't understand that the money comes from somewhat, and don't understand health care enough to figure out that would be worse.

But that's ALWAYS what the left does: tell half of the story, which attracts all the stupid voters who aren't intelligent enough to figure out the other half.


I heard someone say a great thing once, "Do you want the same people responsible for running the 'rescue' of Hurricane Katrina victims to also run your health Care?"
We need responsible reform from all sectors of the debate. Keep the big gov't programs to the neediest as a safety net (as it is now) and allow free markets.

I think Bush hit this one on the head. The only people who don't like this veto are the one's who are unwilling to go out into society and get a real job to pay for their family's survival. Instead they would rather have someone else (namely the tax payers) pay to support their family. Republican? 100% because I believe in helping myself and helping others to help themselves. Not have others pay everything for me! How embarassed I would be to know that I didn't have the intelligence to go to school and get an education that would allow me to financially support myself and my family and not rely on the government.


The reason the cut off is set so high is that unless you include higher income brackets, it won't happen. One thing I've noticed over the years is that no matter how much they complain, just offer some "free" anything and they are first in line. Rich farmers first in line for "free subsidies", billionaires who are drawing SS instead of turning it back in, you name your own pet peeve, if it's a "free" hand out from the government the rich are always the first in line to collect. So if you want to extend health care to the very poorest you have to include some of the better off. That's why there is no means test for SS and there never will be.

Exactly! If those poor, sick, children want health insurance they should go out and get a job . . . that also probably won't have health insurance.

And the George W Bush "No Child Left Alive" presidency maintains the course while looking for the next corner to turn.


Guess what... in all likelihood, if there is ever anything close to national health care in this country (which there should be) the free market will ALSO be left intact--that's the only way it is ever likely to happen. Take a look at the UK's system... if you want to keep private insurance (and pay for it) there... you can. The same would happen here. Few people are arguing for the complete destruction of the so-called free market when it comes to health care. So you rich people can continue to pay for your health insurance. Fine by me! (and guess what--I have my own insurance, through my job... but if my job goes away, so does my health insurance. PLUS--our current system takes AWAY freedom, since the current situation allows the INSURANCE companies to dictate when or IF a small business can hire someone. that's insane in a supposedly free country. Think it can't happen?? happened to me THIS YEAR.) Wake up and smell the coffee. Someone once said a great thing to me once, too. "In order for there to be freedom for the decent people, there has to be freedom for jerks, too." That's the way it works. Get over it.

Hey genius, this bill is to be funded by a 61 cent increase on cigarettes. Now I smoke, yet I am still in favor of the SCHIP bille. Why? Because I am not evil. Why am I against the war? Once again, don't like seeing people die, so let's chalk that up to not being evil.

How can you argue that kids that can not afford health insurance do not deserve it?

Now even if you don't buy into the pure evil argument, follow the money. This bill affects private health insurance and big tobacco. (C'mon you can put all of this together on your own. I shouldn't have to explicitly say it.)

Healthcare is not a previlege when it deals with someone's life. What if you needed to call the fire department because your house was on fire, would you hestitate to call them because you're concern you might receive a reponse such as, "Sorry, we can't come to your house because you're behind on your monthly fire department bill."???

Republicans, stop pulling America back into the dark ages. The world is not flat and you won't fall off the earth if you sail too far. Why can't we be progressive and have a healthcare system similiar to the European nations??? If you pay your taxes like everyone and regardless of your earnings, you have access to healthcare! You don't have to make enough money to put food on the table, pay for gas and budget in your health insurance cost. Its a given just like the services of the policemen, firemen and hopefully someday, the doctors!


If only socialism worked many here would be happy. The Soviet Union would be running things but free health care was offered. Russian life expectancy today is 57 years for men.

Bush was absolutely correct to veto this bill. It's not about denying health care to the poor, little children, it's about one less step towards a nanny state.

The US was founded specifically on the concept of small government that has little to do with the affairs of the common people. The Constitution and Bill of Rights is a charter of negative liberties - it tells the government to let the people alone in nearly all aspects of their public and private lives.

Entitlement being the key word here, SCHIP is designed to cover poor people - not middle class. The cost for catastrophic health care coverage is not much at all, and young people should take personal responsibility and buy that coverage without expecting a handout to help them. It is extremely easy to do for 95% of the uninsured population. A few trips to Starbucks each month basically blows the money that could cover the minuscule premiums that would provide protection from bankruptcy in the event of a major health emergency.

Lastly, I agree it is not the fault of children that they are not covered by health insurance. It's the fault of the parents. It should be greatly ingrained in every culture that sacrifices need to be made by parents in order to take care of their kids. That means not wearing the newest clothes, not driving the newest car, and not partaking of the many convenience items that are peddled each day - such as the aforementioned Starbucks, but the same can be said about McDonald's, alcohol, cigarettes, and buying the newest DVDs on new release Tuesday. An even bigger theme of personal responsibility of having children is that you should have the means and resources to take care of children BEFORE you have them. And it's not hard to avoid having children - just don't go jamming your penis repeatedly into any women until you're willing to put up the effort and money that it takes to take care of children, including the health care part.

My parents don't expect the government to pay for my healthcare insurance when they make the salary of families that the bill could have provided for. We need to focus on the poverty-level families. That is just ignorant, SC. If you haven't heard those on the left discussing economic issues on TV, Radio, and Internet, then you've wilfully had your head in the sand. In fact... you don't even have to leave today's Swamp to "see a SINGLE reference to anything financial in anything the liberal left talks about". Feel free to journy down to the thread titled "Bush does Democrats another big favor with veto" and you'll find me (your liberal lefty) engaging in a robust debate on corporate tax policy with Terry (the righty).

You just choose to only listen to those who espouse your personal beliefs on the issues, that's why you haven't noticed. Willful ignorance is a defense mechanism to those who are uncomfortable with contrary opinions.

Find me one Democrat who says it's the fault of the children? AARON'S the one twisting the issue. The Democrats are the ones saying "although parents should provide health care for their kids... when they DON'T (regardless of whether they've blown their wad on venti's at starbucks or not), the government will be the safety net, because no child should go without health care in this great country". It's Aaron diatribe on personal responsibility (believe it or not, something that Democrats also believe greatly in), that is a nicely worded attempt to say "although it's not the children's fault, they should should still be punished for their parent's lack or responsibility".

Or else, what do we do when one of these irresponsible middle class parents who spent their money on haircuts, menthol cigarettes, and laptops instead of health insurance has a kid come down with leukemia? If you follow Aaron's argument to its logical conclusion, you say "tough luck kid.. you're daddy shoulda got some'a that cheap catastrophic health insurance I'm talking about. Good luck with that Leukemia!" Because that scenario IS going to occur without universal healthcare.

If you don't want that scenario to occur, then you NEED universal healthcare for children. Sorry. You can't have your cake and eat it too. You can't say "I'm not heartless, I know it's not the kids fault", and then turn around and say "Sorry kid. My taxes shouldn't bail out your irresponsible parent". You have to decide whether you want to bail out that irresponsible parent with your tax dollars and help that kid or choose cold efficiency with your tax dollars and break a few eggs to make your ideological omelette.

100% of parents will not be 100% responsible 100% of the time. That's reality. You're "everyone should be mature and responsible before bearing a child as well as throughout their entire upbringing" theory on this issue, while correct in intent, is ideology in effect. We should legislate on reality, not ideology.

Sixty-five percent (65%) of American voters know that President Bush vetoed a bill expanding the State Children’s Health Insurance Program. A Rasmussen Reports national telephone survey found that 8% mistakenly thought the President signed the bill while the rest were not sure.

Of those who knew of the veto, 57% disapproved and 31% supported the President’s action. Fifty-nine percent (59%) of Republicans approve of the President’s decision while 88% of Democrats disapprove. Among those not affiliated with either major party, 33% agree with the President and 50% do not. [No surprise, there! Indies look like Dems on health care]

Among all voters, 70% say it is Very Important to insure that all children under 18 have health insurance. This figure includes 83% of Democrats, 71% of unaffiliateds, and 54% of Republicans. Another 18% of all voters say it Somewhat Important to provide health insurance for all children.

By a 54% to 35% margin, voters believe it is fair to raise cigarette taxes to cover the cost of expanding the State Children’s Health Insurance Program. Sixty-two percent (62%) of Democrats believe this approach is fair along with 51% of unaffiliated voters and 49% of Republicans.


Indeed, what is really wrong with the Repigs? Let's take a peek:

1)Live in a McMansion in a gated community

2)McMansion has a cleansing water driven bidet built into each toilet so that they never have to really use proletarian toilet paper.

3)Off to the MegaGigaTerraUltra Church after using said bidet, usually in the family Hummer or SUV at 6 MPG.

4)Radio in Hummer set to the Rush Limbaugh show. TIVO set to record Bill O'Reilly, and on and on ad infinitum/ad nauseum.

5) Monday morning, it's off to work at ZAP Corp! The defense contractor. You see, they're anti-big government, but they work for the biggest form of big baaaaad scary government; the military industrial complex!

6) Unable to use a semicolon like I used in point 5.

7)Like brontosauri they will one day, hopefully soon, be extinct.

8)Unable to take brontosauras from the singular to the plural in Latin (alumni/alumnus etc) as I did in point 7. (Hell, most of the Repiglicans don't really believe in dinosauri nor evolution.)

That's because when you send a child to the emergency room without health insurance Mr. Bush who do you think pays for the child's care?

The child's family. No, because if they can't afford health insurance, they can't pay the bill either.

Who pays Mr. Bush? We do, the American people through higher health insurance costs. Its back door socialized medicine, the very thing you and the Repubs. regard as the Boogy Man. Now from our perspective there is nothing wrong with socialized medicine, but this back door system we have now is inefficient and unworkable since those without health insurance drive up the cost of health insurance resulting in more people not being able to afford health insurance, driving costs in an upward spiral until health insurance can only be purchased by the top 1%. Oh but I forgot, that's your only real constituency isn't it Mr. Bush.


BC, Once again you misrepresent the Bush Republican position. They certainly don't favor any government funded cake handouts to the poor and middle class. People should earn their cake the old fashioned way...by donating thousands of dollars to Republican politicians and getting no-bid contracts or legislative pork in return.

Those lazy socialist Democrats would give everyone cake! Next thing you know we'd calling each other comrade and wearing fur hats! If they knew as much as I do about economics, they'd invest that cake money in modern day crusade to bring Democracy to the middle east instead.


No I am not clueless! I have been a single mother making LESS than minimum wage and still provided for my child by making the necessary sacrifices to ensure that, rather than rely on someone else as you democrats do to pay for my child.

I'm sure many of us are wondering just how do you pull off providing your child with health care? On "LESS than minimum wage"? The only scenario I can come up with is that you are a teen mother living at home with your parents. You certainly couldn't be paying rent, utilities, groceries, child care, buying a computer and internet connection...It's just not possible without some kind of help from someone else. If you are in such an income level and on your own, I imagine that you are not only eligible, but taking advantage of MANY government programs, so I'd give the Republican BS a rest.

If you are making $83,000 a year and you should be covering your own kids, especially if they are "well." Why are we not criticizing the big bad corporations that don't provide health benefits? They give tons of $$ to Congress and themselves instead of covering their employees. I have been "liberal" all my adult life but I am more and more embarrassed by what constitutes "liberal." It pains me to say this, but GWB is right on this one.

First of all I haven't seen my teens in well over 2 decades! Second I'll tell you how I did it. I only opted for coverage through my job to cover my child, then I drove a car that I'm sure you would never be caught dead in, I also never bought new clothes, didn't go get a coffee to go etc. Matter of fact there were days that only my child ate because the little bit of food I had left before the next payday wasn't enough for both of us. So what did I do to get out of this situation? I went back to school and got myself out of a bad situation. I didn't however rely on you as a tax payer to pay for me and my child which is what you would have done no doubt because the government owes you right?
If you and others like you spent as much energy lecturing in your community and educating people on how they can better their own situation we wouldn't be on here wasting time. I give lectures on teen pregnancy, substance abuse, and education. What do you do? Other than teach people that it is ok to rely on the government and society to give them what they need in order to survive. Now I'd love to be the nurse or doctor who will be removing the foot from your mouth! Next time why don't you ask before you acuse idiot!!!!
