Senate OKs in-state tuition for illegal immigrants
Annie Linskey reports:
The state Senate has given preliminary approval to a measure that allows illegal immigrants to qualify for in-state tuition at colleges and universities, overcoming the objections of some who said the proposal is too costly, violates federal law and will displace U.S. citizens.
The bill, called the Maryland DREAM Act, passed Wednesday evening after six hours of debate that spilled into a rare evening session. The Senate is expected to vote on final passage on Monday. Wednesday’s vote is a strong signal that the measure will be successful.
Strong emotions flared during the debate on both sides, with proponents arguing that educating a larger pool of residents ultimately benefits the state because they will have higher-paying jobs and contribute more to the tax base.
Sen. Paul G. Pinsky said the bill would give children the chance to “be more than part of the underground economy flipping burgers,” offering them the opportunity to become doctors, engineers and scientists.
“Why should we say: ‘You have to have a low end job for the rest of your life?’ " the Prince George’s County Democrat asked.
Sen. David Brinkley said the measure is unaffordable.
“The issue is not denying education to the individuals,” the Frederick County Republican said. “We disagree that the state has to pay for it.”
Ten other states grant illegal immigrants in-state tuition. Opponents said that passage would advertise Maryland as “sanctuary state," drawing more undocumented workers.

I am from Maryland, but am glad I am not there now with all the craziness going on. This is absolute insanity with same sex "marriage" right there with it. I guess the state has $$ to throw at the illegals to entice more of them to come into the state.

Excellent News!
Thank you Senators for voting in favor of equality for Maryland's residents, recognizing that the more educated our children are, the more likely they'll be earning more in the future, paying higher taxes, and have less need for social services than if they're not educated.
I, and many, many of your constituents, applaud your focus on Maryland's future, your recognition of what it takes for our State's continued success, and your integrity in NOT listening to the out-of-state agitators who seek to divide us and our neighbors.

Instead of a low paying life in America, how about a life someplace else?
It is called law enforcement.
1. We can't/won't defend the border.
2. We can't (or won't) enforce some Federal laws (such as immigration).
3. We can't repay the debt.
God help us if we ever had to pass a difficult law like reinstituting (gasp) the draft. Pentagon contingency plans presumed we'd have the draft by now given our state of military manpower. Maybe the draft is so fair it would threaten the wealthy kids (no Canada, no college, no marriage or kids, no lying about being gay) if passed. We can't enforce immigration law, could we enforce the draft if we needed one?
Let's go nuke ourselves. This nation state is through.

As a previous poster asked," which laws am I free to break?
Oh, none! Because I'm not part of a politically correct minority.
How about a story about state funds that go to Casa de Maryland and are then donated to friendly politicians.

The term illegal means not why grant them this status of citizen? Focus on the ones who are legal first.

Sure, give this and other benefits to the lawbreakers coming across our border while the feds are trying to take away my Tricare for 20 years of service. Does nobody see what nonsense this is? And can we expect these people to suddenly be law-abiding citizens when they get their degrees? They had no regard for our laws when they sneaked in...

Let me get this straight, We are going to pay for illegal immigrants to go to college, for a job they will not be able to get because they are illegals.
Everyone who is for this bill should pay individually for an illegals tuition and leave the rest of the hard working Marylanders alone. Put this on a referendum and it will be defeated.
What don't the idiots in Annapolis get?. We can't afford programs that we have now and Mike Miller doesn't realize the expense that this will cause the State. Hello Mike, we have a deficit this year that needs to be balanced, how do you plan on doing it by adding more expenses? Oh yeah, we are going to raise the gas tax and driver fees. How about a new fee to pay for the education of illegals. Not to mention the spots that the illegals are going to take from legal immigrants and citizens. I love the liberal crap here that was writtten here where do you people live?

More of the same from the People's Republic of Maryland. This is the kind of outrageous governing you get under single party liberal rule. All you jackholes who voted for a Democrat are responsible for this moronic move and so many others these idiotic liberals have made. I used to like living here, but "anywhere else" is starting to look real good.

Frankly, I am tired of all the whining...these are children who came here with their parents, parents who came here to work for low wages who made our economy better. If some of you are so selfish and short-sighted and jealous of smart kids wanting to go to college and making a better future for all, maybe you need to migrate someplace else.

Maryland is for idiots. They do not want to attract high potential, finacially challenged America citizens from other states. They would rather subsidize a foreigner. They have no pride or respect for Americans.
They have a ongoing budget shortfall, yet they want to give money away to non-Americans. Maryland's one-party liberal stranglehold just keeps spending and taxing. If it weren't for its proximity to the cesspool of Washington and the bloated federal bureacracy spill-off, Maryland would be in even deeper excrement.
I left Maryland last year. Many more will soon follow. I hope the state goes bankrupt. I hope Mike Miller, Mike Busch and Martin OMalley get hung by survivors. They need to get the same fate as Saddam Hussein.

Why don't we REVOLT in the city streets. WHY are we allowing the Dumbocrats to force Illegals occupant services upon us? Isn't gas almost $4.00 a gallon because thes criminal politicians have allowed the whores and shysters on wall street to virtually rape this country financially???
AND, we are still expected to throw open the doors for people here illegally. STOP ANCHOR babies...Just stop it.

Not only can we not afford this, but until we can take care of our LEGAL citizens, then we have NO business trying to take care of someone else's. This is insanity ! SMH in disgust. I am not anti immigration and not a racist (married to a hispanic btw and he's legal of course), I just want people that unless they are from some oppressed country like NK or China to take the steps to become legal citizens or stay where they are and try to make their own countries a better place. Is it too much to ask that we uphold FEDERAL LAW here and instead of giving them MORE handouts (which means less for the legal citizens) we kick them back to where they came from. SMH. I just don't get it.

This same logic dictates that I should be able to break into one of the Maryland Senate member's homes (Illegally), steel their possessions because it will ultimately add to my personal wealth making me a more legitimate, contributing person (not citizen) residing in the state. What is going on in this country? Really! Prepare yourselves America, because we are at the stage (all great societies) where we nose dive. It is only $1,000,000 of MY MONEY.
The legislative branch is suppose to represent the people it does not.
Put the money toward the deficit, paying off bonds.
If the legislature wants to help out people who are not here legally let them take some of the money they earn from their salary or their law firms fees - too many of our delegates are lawyers - and establish scholarships for these non-tax paying residents.
Until, we the people have a two or three party state the DEMOCRATS will not allow the people who pay the taxes to have a democracy!
Our out-of-state tuition is already cheaper than some of the East Coast States in-state tuition so why do they need the extra break?
As part of the 51% who pay federal taxes I am tired of the demands of the 49% who do not pay federal and probably state taxes!

If I recall correctly, a requirement to receive in-state tuition is that they must reside in MD for a minimum of 2 years prior... For those of you who claim that your child could not receive in-state tuition but an illegal can, that's bull. All they're doing is giving equal rights to in-state tuition rates. By the way, they will not be eligible for financial aid either, so how are they taking your money exactly? In my eyes, giving someone a chance to pay $8,000 per semester as opposed to $25K is very reasonable. If they're dedicated enough and smart enough to get through school, then the only ones you have to blame are yourselves for not motivating your own children equally.
Legalize the ones that show that they can contribute to society and they will be able to enter into a higher tax bracket, and thus, uh HELLO, more money for the state.

That same Democrat can explain to these "students" that getting a college degree still won't make them legally eligible to work in this country; that the only jobs that they will be able to get with said degree will be the same ones that they can get NOW without one. Unless, of course, they choose to return to their home countries where they are citizens and legally able to work.

we're not jealous. We just don't see why we should pay to subsidize illegal alien liars and cheats who are NOT able to work legally. Maybe those kids had better plan on migrating back to their home countries to use their degrees because they won't be able to use them here. The only jobs they'll be able to do will be the same ones they're doing now illegally.

People who are NOT legal residents of the United States cannot be legal residents of Maryland. Also, FEDERAL law requires that if a state gives education benefits to illegal aliens, it must give those same benefits to citizens of other states REGARDLESS OF RESIDENCY. Is Maryland planning to do that?
As for $8,000 vs. $25,000 a semester, if you're so hot on helping people, how about giving EVERYONE, including U.S. citizens and legal foreign students that rate? Of course, illegal aliens are not able to use their degree to work here since they're still illegal, even with a degree. I'm sure said degree will be of use to them back in their home countries.

I wonder how many of these senators are voting to give "pseudo-citizenship" to illegals by granting them in-state tuition for college; but then turn around and try to deny marriage rights to real citizens that are of the same-sax. It appears they feel their allegiance is more to the illegals than citizens and more to political expediency than the Constitution.
Posted by: afmcalax | March 10, 2011 8:22 AM
So as a hard working tax paying middle class PA resident a couple miles from MD, if my two kids want to attend U of MD we have to pony up for out of State tuition rates, but the State is giving a break to illegals and offering them lower in-State tuition rates? This is insanity, its time for this BS to stop NOW! Wake up people, stop voting these liberal nut jobs back into office!
Posted by: DAL | March 10, 2011 8:23 AM
With all the discussion of budget shortfalls nationwide I dont understand why the state of Maryland is opening up its checkbook to individuals in this country illegally.
Furthermore, space in many of the states community colleges and state universities is already at a premium, meaning that in state tuition for illegal immigrants will have to come at the expense of citizens and legal immigrants.
This is a shortsighted proposal with potentially devastating effects for Maryland's budget.

Open Letter to Mr Ramirez and Mr Pinsky
In the bill you support regarding taxpayers to fund in-state tuition for illegal immigrants may please I ask several questions and can you or your office please reply. I thank you in advance.
1- Would taxpayers be required to pay for their tuition in any way?
2- Would there be any chance of US residents not being able to get state tuition as a result of an illegal immigrants taking up a slot?
3- When an illegal immigrant graduates from a state school would they be able to immediately be able to work in public or private sector jobs since they may still not be here legally?
4- Is there an active and enforceable law regarding the hiring of someone not legally here in this country?
5- Can you provide a cost projection should this go into effect?
6- Are there any stipulations requiring illegal immigrants to repay the tuition?
7- Are there any stipulations requiring them to apply and obtain citizenship as part of this benefit?
8- Is there potentially an unfair attribute in this proposed legislation to those of US citizenship not being able to receive in-state tuition as a result of slots being taken by someone here illegally.
I really need to understand what you are supporting since I am at a loss to see a sense of:
- fairness to legal citizens,
- why its legal and encouraged to be illegal aliens, and
- why this will not cost me as a taxpayer.
Please, if you would, reply to this email and each question.... it should not take a long time, just a short yes or no and a one-line reply is requested without political rhetoric or dogma since I clearly cannot understand this at all. Please just answer my questions directly and succinctly.
Thank You

Posted by: Brittanicus | March 14, 2011 5:28 PM
I would gladly welcome immigrants to Maryland since they force those residents who believe they are entitled to work harder. Our taxes are paying for welfare and the group that whines the most about unfair treatment is the only one that needs a National Organization to disguise incompetence as discrimination. Most immigrants come to the US to work, as Europeans did, who also brought detritus that is still draining the welfare state. I would rather live next to immigrants who work vs. those who won't and are still making excuses for their failure as a group.
Posted by: antitea | March 14, 2011 9:26 PM
I have no problem with immigrants but this issue is an immigration problem. Allow it to become easier to be a citizen and pay taxes properly and then earn benefits. People should not be allowed to come here not pay taxes and benefit from a tax credit of lower tuition. The supplemental cost will be made up by tax dollars. We are in a deficit and they are trying to raise income taxes and other taxes in the state but possibly people who are not paying taxes will pay less money for state tuition and taxes associated with tuition. Our Laws should not benefit anyone who are not considered Legal and Illegal Immigrants are not Legal.

Why should it matter if someone is illegal everyone is illegal in this country the only ones that can really clame or have anything to say are the natives everyone at one point immigrated to The UNITED STATES! isnt this suppose to be a country of opportunities and right for all. We should be able to give the chance of those who want to better themselves to do it. It shouldnt matter if your illegal. Posted by: Emily Crumbacker | March 17, 2011 5:25 PM
This legislation was flawed from the very beginning. I am a registered democrat who is disgusted with this attempt to circumvent federal law.
I do not want any of my taxes going to subsidize college tuition for illegals. This is an opened ended entitlement for people
who are not legally in this country. They may be exempt from deportation until age 18, but
after that they should be deported.
This legislation is simply an attempt to circumvent the Illegal Immigrant Reform and Immigrant Responsibility Act of 1996 (IIRIRA 96).
Furthermore, you should recall that the attempt to void this provision
of the IIRIRA 96 via the recent DREAM act legislation was correctly and soundly defeated. Those senators in the MD legislature that voted for this benefit
are simply attempting to circumvent federal law by not asking students whether they are in the US legally, and basing eligibility on attendance or graduation
from a Maryland high school and not state residence. Those senators (all democrats) and delegates (all democrats) are using the same ploy to placate the illegals in their county.
Who are they representing anyway.
This just shows how devious these politicians are in an attempt to cultivate a future voter base when they are suppose to be representing the legal residents
of their county and this state. We all should remember how they voted in upcoming elections. That goes for that idiot we call governor as he supports this give away to illegals as well. He does not deserve any higher elected office. Marylander's lost, when he won. They were just too dumb to realize it. Let's get this on referendum where we citizens can get rid of this entitlement for illegals.
