Kratovil first to go negative in Maryland One

The first, but surely not last, attack ad of the rematch between Rep. Frank Kratovil and Republican challenger Andy Harris for a U.S. House seat in Maryland has hit the airwaves in the Baltimore and Eastern Shore markets.

The negative spot goes after Harris for his support of the so-called "fair tax," a plan to replace the existing federal income tax system with a 23 percent national sales tax.

Democrat Kratovil's 30-second commercial calls the tax plan "unfair" and unaffordable. It features a series of unidentified men and women saying that a 23 percent sales tax would be "devastating," ruinous to business and would make purchasing goods "unaffordable."

"We can't afford Andy Harris' idea," says one man.

Similar attack ads by Democrats in other states have been criticized as "misleading" by independent arbiters like the nonpartisan Annenberg Public Policy Center's factcheck.org.

The ad does not mention, for example, that the "fair tax" would effectively remove the existing federal tax system, including all payroll taxes. It would also eliminate such popular tax breaks as the deduction for mortgage interest. "Fair tax" critics call it a regressive plan that would benefit wealthier Americans and hurt the poor; it is regularly introduced in Congress and has gone nowhere under both Republican and Democratic majorities.

Harris' campaign termed the ad "a desperate attack" and wondered why Kratovil, "who says he is ahead in the polls" would run "such a false, negative campaign." The poll reference is to an internal Kratovil survey, made public this week, which said he was leading Harris by six percentage points among likely voters; the survey was taken after Kratovil had been on the air in the district for two weeks and before Harris began his post-primary ad buy.

Dear Rep. Frank Kratovil,

Although I am not a fan of a "FLAT TAX". that is what it is.

Somebody always cries that no matter what is proposed it will hurt the poor.

If you have an income you have a 23% tax.

Nobody wants to see the poor taxed.

Are you becoming the party of "NO"?

Your buds in the Democratic party told you vote no for the big important legislation so you could fool the Maryland voter into voting for you again.

We are smarter than you think!

Most people would welcome a fairer flatter tax that would eliminate the income tax and replace it with a sales tax. It is generally recognized by anyone who is economically literate that eliminating the income tax burden would stimulate economic growth by removing a great disincentive to work, save and invest.

krats has a way of twisting words but no mention of his campaign fliers being paid for by taxpayers. No mention of his agreeing with pelosi 96% of the time. Doesn't seem like he's independent to me?

A 23% sales tax is a great incentive to buy as little as possible. So then, what happens to this so-called consumer economy? Down the tubes, I guess.

Harford county has one thing to say to Kratovil- BYE BYE

We've come to learn that Frank Kratovil doesn't let the facts or the truth dissuade him from his course of action. We saw that when he voted for Cap and Trade (the Congressional Budget Office says this will increase household expenses by $1600 per year) or when he voted for the massive Federal stimulus bill (that passes on tens of thousands of dollars in Federal debt to each and every taxpayer), or when he supported Obamacare all the way until the final vote for passage (when the Pelosi leadership pulled a bait-and-switch to get Pro-Life Democrats to support the bill, which then permitted Kratovil to vote "no" on final passage).

Perhaps most interesting in all of this is that Frank Kratovil has run hundreds of thousands of dollars in commercials in recent weeks, yet the poll he PAID for could only squeak out a six point lead, within the margin or error, that places him FOUR points under 50%. This same poll measured the impact of the negative ads run by Fisher in the primary. Kratovil is in BIG trouble. We can expect him and his Big Labor allies to get even nastier with their negative ads. That's what desperation breeds among the panicked.

The voters of the First District are smart enough to figure this out. It will be a Harris win on November 2.

Concerned citizens don't really understand the income tax. Earned income credit, what's that?

Hey Bar do you really think everyone will say no to cellphones, TVs, PCs etc. and just hoard cash?

The biggest problem with a sales tax like the one proposed will be in collection enforcement.

Joe-Ball and Harford County may say bye-bye to Kratovil but it takes more than Harford County to have a say in the 1st Congressional District. The rest of the District will re-elect Congressman Kratovil because they like him and what he has done while he has been in office.

Leave it to Kratovil to start negative and leave out "some of the facts".

I, for one, would welcome the 23% sales tax as it appears it would be a tax reduction for me. I would agree that the "poor" should receive some form of compensation or consideration in such a program but, in the long run, I think it is much more equitable way to collect the funding the government needs to function. The well-off spend a lot more to maintain a specific life style and those that have less will obviously spend less. How equitable can it get. And without payroll deductions, there will be more in the net paychecks to spend on goods and services.

I am a proponent of a flat tax and feel that it would be a way that almost all who work would pay their fair share. The tax system has become so complicated and burdensome that it takes a "Philadelphia Lawyer" to get through compiling the returns every year.
It is time to simplify the system.

Kratovil is just following his mentor, Matin O'Malley, in hoping that such ads reflect voters away from a record that suported Pelosi 80% of the time. O'Malley has been running negative ads about Ehrlich since March in hopes that the voters forget about his broken promises and the largest tax increase in Maryland history. They both will find out it is not going to work this time because voters are mad about how they are being treated by the elected officials over the past 2 years.

By whom exactly? Actually, tax reductions have the LEAST stimulative effect and return about 23 cents on the dollar (meaning they cost us 77 cents) for each dollar cut. Even the Bush budget guys have said that tax cuts DO NOT pay for themselves. I believe it was the borrow and spend Republicans (who keep this joke alive -- eat cake and lose weight) that created $5.5T of debt during their reign.

And while I agree that the ad doesn't tell people it replaces the income tax, it is right in the fact that it will kill the economy. The average taxpayer's marginal rate (after deductions) is between 12 and 13%. Andy Harris' 23% sales tax (and yes he did propose it during the last election), would increase ALL of our taxes.

It is big mistake on Kratovil to start the negative ads.

Only reason I think Kratovil won last time was he send out postive message.

If he does go negative Harris probably will win.

Anyone else tried of the negative ads. Thanks goodness for Netflix movies. LOL

It going to feel like forever until Nov if we have to put up with all negative ads until Election Day

A vote for Frank Kratovil is a vote for Nancy Pelosi.
