Harris challenges Kratovil to joint appearances; incumbent counters with multi-candidate debates
In what could finally break the snoozefest that is the state's only competitive House race, Republican challenger Andy Harris has challenged incumbent Democratic Rep. Frank Kratovil to a series of joint appearances around the district.
Harris, who has been virtually invisible on the campaign trail in recent weeks, also demanded that Kratovil take down an attack ad that goes after the Republican over his support for a 23 percent national sales tax proposal. The TV ad, which began airing a week ago, has been criticized as misleading because it implies that Harris favors increasing the federal tax burden. The ad fails to mention that the plan Harris supports would do away with the existing federal tax system in exchange for imposing a consumption tax.
Kratovil, second-guessed privately by some Maryland Democrats for not smoking out Harris earlier in the year, responded by offering a series of three debates. In a letter that the Eastern Shore congressman's campaign plans to deliver tomorrow, Kratovil compared his counter-proposal to joint appearances in the 2008 campaign that included Harris, Kratovil and a third candidate, Libertarian nominee Richard Davis, who is also running this year.
Kratovil campaign manager Jessica Klonsky said the congressman's camp "assumed" Davis would be included in the 2010 debates.
Multi-candidate debates typically make it more difficult for voters to get a clear picture of the positions of the main contenders in a race; in the case of the First District, it could also be argued that including Davis would help Kratovil and hurt Harris. Most of the votes for the Libertarian would be more likely to go to Harris, rather than Kratovil, if Davis were not on the ballot.
In the 2008 election, Davis' 8,753 votes were more than twice Kratovil's margin of victory, and many Republicans believe that cost Harris a victory.
In a letter dated Friday, September 24, and made public in a press release, Harris said that (i)nstead of running false, negative advertising, I propose we do something productive." He issued the challenge for face-to-face "town hall" meetings on "the fiscal concerns that Marylanders are facing," starting with a session on the Lower Shore.
"Let's talk about fixing Americans' tax burden so we can get our economy moving again and start creating jobs," wrote Harris, a 12-year veteran of the state Senate. "The voters deserve more than a 30 second sound bite to understand where we each stand on taxes and these other issues. Let's give them an opportunity to have their questions answered."
Kratovil's reply said he looked forward to discussing "the merits of your tax plan to eliminate the mortgage interest deduction and increase middle class taxes by up to $6,700 per year," referring to one analysis of the so-called "fair tax" that Harris supports.
"In addition to further discussing your tax plan, these debates will provide an opportunity to share our view on other key issues including the future of the Social Security program, the significant differences in our positions on protecting the Chesapeake Bay and your continued opposition to common sense efforts to rein in risky and abusive behavior by Wall Street," Kratovil wrote.
There was no immediate response from the Harris campaign to the incumbent's counter-proposal.

A 23% sales tax? Let's ask auto dealers how they feel about that. The sales tax on a $20,000 car bought in MD is now $1,200. It would be $4,600 under this plan. So much for not having to pay any federal tax.
And, of course, who would this tax impact most? Let's just say it wouldn't be highly paid doctors, like Andy Harris.

Josh: I don't know what you are smoking, but if you believe that Andy Harris is behind in $$ and in the polls, I suggest a drug test. Kratovil has already gone negative, with the ridiculous claim that Harris want to raise taxes. Incumbents go negative when they are LOSING. Even the DCCC was quoted in the NY Times as saying that the DC dems were ready to cut Kratovil loose and spend the money on "winnable" races. Kratovil is too liberal for this district.

kratovil has shown admirable independence from Pelosi and Obama on fiscal insanity of the administration and antibusiness leadership of Democratic Party. But my consideration of support for Kratovil vanished when I viewed his repeated slanderous ads about Harris' tax position. A 23% VAT is one option, implemented by many successful European nations to finance the kinds of welfare state Obama and O"malley drool over.
However, Harris' considertion of a VAT is one of several options, considered viable by conservative economists to replace, replace in total the complex and job killing income tax. No income tax. No IRS. Pretty nice. You also could have the flat tax on income. Harris considers that another option, and he knows that the lobbyist run Congress, both parties, won't reform the tax system anytime soon.
At least Harris is imaginative, and understands that illegal immigration and the income tax are what are killing this country, along with a liberal created public school system.
So stop lying Frank Kratovil. You were doing so nicely as an independent, then you blew it with lies.

The 23% Flat Tax or Fair Tax Andy cites on his web site are not a European style VAT. It is an across the board tax that would replace the federal income tax. It is supply-siders' wet dream. Who will see their taxes increase under the plan? Tohse making less than $200K. Who will see their taxes decrease? Those making more than $200K. AND, studies show it would have to be between 32% and 40% to cover current revenue.

I'm curious what Harris would run on if the tables were turned and he were the incumbent. Hot air will only keep you inflated for so long.
Frank is hardworking, committed and thoughtful. He is not a knee jerk reactionary like so many who are running now.
Harris, Tea Party candidates and far right conservative candidates have opened their sails to the populist storm sweeping the nation, but when the sun comes out again the same old problems will be around and you will want reasonable people who can come to the table and compromise working for you, not idealogues.
It is easy for Harris to promote a VAT (Value Added Tax) when he, as another commentor indicated, knows full well that it will never be implemented.
The fact that he promotes it at all is ironic since it is an idea that is most widely used in Europe -- you know all those pansy SOCIALIST countries that us "rugged individualists" here in America love to hate. In fact I wouldn't be surprised it is used in the country that his own parents emigrated from.
Those old enough to remember know that Jerry Brown promoted it in California way way back.
Frank deserves your vote. He should not be penalized because he won two years ago. Remember he is just one of 480 some odd Congressional and Senate members of congress.
The story of the baby going out with the bath water is apt. Think before you act.
