The Scallops explained
From commenter Susan West:
The scallop fishery is managed with days-at-sea - a boat is authorized to fish so many days - the amount varies according to a boat's landing history. Some types of scallop permits will also fall under a IFQ or LAPPs program pretty soon - that's where the total allowable commercial harvest for that sector of the industry is divided into quota shares (percentages) that are then assigned to fishermen or boats, based on landing histories.
