Teacher evaluation proposal by the New Teacher Project

The New Teacher Project has just put out a paper outlining six design standards for how teacher evaluations might be done. Since Maryland has convened a task force to deliberate a new model that could be used statewide for teacher evaluations, the New Teacher Project paper is timely.

I would be interested in what teachers think of the paper and how the ideas could be used in an evaluation system in the state.

Looks like a great framework that really addresses the problems with the current system. The problem that I see is that there are so few administrators right now that know good instruction and pedagogy, its going to be difficult to provide the feedback and guidance necessary to move teachers forward. For the past 10 years, teachers have quickly moved from the classroom to the front office. Many have less than five years experience in the classroom. Few have kept current in research-based pedagogy, choosing to focus on obtaining admin certificates rather than becoming master teachers. We have a long way to go in bringing master teachers into the evaluation process.

We also have to be very careful about how much value added modeling is factored in to the evaluatoin process. VAM is nice b/c it's objective but also has limits due to concerns over reliability. It's most effective over a 3 yr period and is most reliable in determining VERY good or VERY bad teachers (top 10 or bottom 10 percent). But overall, they have a vieable model that deserves consideration.
