Baltimore officer arrested in Harford on sex offense charges

Harford County authorities said they have arrested and charged a Baltimore police officer with sexually abusing a minor.

In a press release, officials from the Harford County Child Advocacy Center say Kevin Rowland was charged Wednesday afternoon with sex abuse of a minor, fourth-degree sexual offense, and second-degree assault stemming from abuse that police say occurred while the minor victim was residing at his home in Edgewood, from September 2010 and until this month. Officials declined to answer questions about the case and the charges don't yet appear in the state's electronic court records database. .

Rowland has been on the force since 2001 and was most recently assigned to the regional Gun Trace Task Force, police. On his Myspace page, he says he is a married father of two who was in the Army National Guard.

Police Commissioner Frederick H. Bealefeld III said the department was “relying on information provided to us and we’ll … follow the outcomes in Harford County.”

He will go to prison in Texas which is like a country club. plus he will collect disabilty pay from the police force. U find this hard to belie ve check on Kenneth longerbeam. he was charge with a similar thing pled quilty and was paid while in jail. The police get special treatment,

Hey Joe-Ball. You're an idiot, running your mouth when you have no clue what you're even talking about. If a cop gets busted for any crime, he gets fired and loses everything, pay, benefits, possible retirement. Everything, Einstein.

If people would wait to find out the truth. The girl is 17 his god daughter and currently in a mental hospital. She flew to Maryland to stay with him because her mother was having problems with her. He is accused of kissing her on the lips. The age of consent in Maryland is 16. In Maryland that's not even statutory rape. The only reason that they even entertained a charge was because she was in his care.

Maybe the Sun can clear this up. If he's convicted, does he really get to keep his disability pay and medical care and a wonderful pension kicking in on his 40th birthday?

You need 20 (or is it 25 now?) years on the force to get a pension, so no, that's not in the picture at all. And when you are no longer employed, you do not receive medical care or disability pay.

Joe-Ball, your statement is not all true. Officers are held to a higher stander. Its the "Command Staff" that gets special treatment and more.

Joe you are talking about two different cities and two different situations. In Baltimore if he is convicted and lost his job his pay would stop.

He could have a small possibility of applying for retirement. With 10 years on he is vested and can apply for retirement. He would be entitled to 2% a year for each completed year but he would not be able to collect any of this until he reached the age of 50. if you look at the FOP 3 Contract you will see that this is true. He could by being vested keep his insurance but since it looks like he has a family with kids insurance for retired officers with a family is $728 - 1150 a month depending on what insurance company he picks.

All this depends on his ability to retire before he is fired. If he is fired he will be returned money deposited by him into the pension and receive nothing additionally.

You must also look into the charges and give him the benefit of the doubt or at least what every other citizen is afforded "Innocent until Proven Guilty"

You are talking about a girl that was having mental problems with her mother in California and moved here. She is currently in a mental institution and claimed he kissed her. She's 17 years old. In your Kenneth Longerbeam example he was convicted of committing sodomy on a 14 year old boy. In Maryland the age of consent is 16.

Looking at the case and knowing about law he will more than likely be be found not guilty of this but you will not hear about her lie on this and her mental instability. You are talking about a good by the book cop that tried to help people and a girl that was having trouble with mental issues and her mother. His life is ruined and it could all be a lie. Look at the news how many people are put on the front page of the news for killing people? People need to know the facts of the case and what happens after the case before you make comments you have no idea about. If he violated the law then yes he should be found guilty and take his punishment. I just ask put yourself in his shoes for a minute and imagine it is a lie... would you want people convicting you like this? Let the legal process do it's job.

Great bunch of cops in Baltimore City--on a rare day without (yet) multiple homicides. Whay would any sane person want to live in fear in what has become a dump?
