Veteran city officer dies in Pa. crash
A 33-year Baltimore police veteran was killed Monday evening in a single-vehicle accident in Pennsylvania while traveling to a training program, police said.
Officer James E. Fowler III, of Catonsville, was driving through Lewiston Lewistown, Pa. at about 5:25 p.m. when his 2002 Chevrolet truck hit a berm on U.S. 22/322 West and came to rest along a concrete barrier on the left side of the roadway.
Fowler joined the Baltimore Police Department in 1976 after he was honorably discharged from the U.S. Navy. The bulk of his career was spent in the patrol division and traffic investigations, Guglielmi said.
According to a 1993 Sun article, he was dispatched to respond to a citizen's call of a frantic woman screaming and helped deliver a baby in the back of a police wagon. Fowler had received medical training in the Navy and served as a volunteer medic with a Carroll County fire department.

I worked with Jim some years back. He was a good officer and a great guy. He was always willing to help everyone. The BPD lost a great officer. God Bless Jim's family. RIP Jim.

I used to work with Jim. I live in Southern California now, and for some strange reason was reading the Baltimore news. Not something I've done in a very long time.
Jim was a great, happy guy. I was thinking about him the other day. Just a random thought about a time he showed up on a traffic detail I had at Harford Rd and St Lo. It was 20 degrees out and blowing around twenty miles an hour. He showed up with an extra coat and stayed with me, chatting it up, as I directed traffic for a couple hours. He was a rare guy. This is devastating news. I haven't seen Jim in seven years, but I'll miss him none the less.
My thoughts and prayers are with his family.

He lived in CATONSVILLE, MD and crashed in LEWISTOWN, PA.

Yes, there was a typo on "Lewiston," but we properly had that he lived in Catonsville and crashed in Pa. Not sure what you're trying to say. -JF

Jim Fowler worked with my father on the BCPD for many years. He was a wonderful man and great person. He will be truly missed.
