I have a 25 year old with a 4 year old daughter. She is carried through MA. However because he works he is not eligible. How much of a cost would it be for him

my question would be.. i am unemployed and have been for 4 years.. i have no income.. none.. now i'm suppose to buy this insurance policy for low income.. now i don't have an income.. does this mean i get fined cuz i can't buy it or go to jail because of it?
