i am buying cobra from my last employment and currently i am unemployed . can i buy insurance through goverment for myself and my two sons immidiatly?

I'm about to graduate from college and will be kicked off my parents health care plan. I know this new health bill says I can stay until I am 26, when will this part of the bill take effect?
