We were just at The Red House last night for open mic night and had a blast seeing local musicians rip it up. Awesome bar crowd & the owners are fantastic as well. I'd say it's a great venue for free, local music!

I'd think The Depot would fit the description, though bands are less common than DJ's.
I haven't been yet (so I'm not sure if they have a cover or not), but Bedrock might fit the bill as well. They seem to lean more towards non-band live music, but they do have live music...like Big In Japan on April 6.
