M&S and its brother McCormick & Schmick's both offer very cheap food (i.e. a full-size cheeseburger for $2, steamed shrimp for $5) but there aren't similar discounts on alcohol and there's a two-drink minimum. Or perhaps I'm being too cheap?
Isn't there a downtown hotel on Pratt St. with an amazing buffet? Harborplace?

the bartenders have never made me comply with (or even mentioned) this two drink minimum at M&S... maybe you just need to show some leg :o)
