Shopping for electricity to save money

Washington Gas Energy Services is still offering its cheaper alternative to BGE's standard product. Here's a recent interview I did with Jeff Salkin on MPT about it.

Isn't the BGE process now more controlled by the PSC? BGE used to purchase some up front and some on the spot market. Now the PSC has made them purchase electricity in advance. (or maybe that's for gas)
